On October 18, 2022, the department of investment innovative development and foreign relations of Donetsk regional state administration held the webinar on the topic “Development of public-private partnership within the framework of the Recovery plan of Ukraine”, which was attended online by more than 70 people. The participants of the webinar were representatives of businesses, local self-government bodies, executive authorities and their structural units.
Oksana Holovko, director of the department of investment innovative development and foreign relations of Donetsk regional state administration, opened the webinar, who told the audience about the terrible consequences of the Russian federation military aggression against Ukraine – Donetsk region is the most affected in Ukraine in terms of the number of destruction of infrastructural, social and residential facilities. Taking into account this factor, the importance of planning the post-war development of Donetsk region, in particular with the help of public-private partnership tools, was emphasized.
Next, Oleksandr Sheludenkov and Yuliia Chykunova, representatives of the USAID project “Economic support of Ukraine”, spoke about the educational program that will train specialists for the recovery of Ukraine. It was emphasized that the goal of the program is to create the team of specialists in training and support the implementation of programs for the development and restoration of territorial communities and cities, the infrastructure of which was destroyed as the result of the war.
As part of the main topic of the webinar, Iryna Zapatrina, professor, doctor of economics, founder of the Academy of public-private partnership highlighted:
– signs of the public-private partnership mechanism;
– the possibilities and advantages of using the public-private partnership mechanism for the recovery of the country;
– examples of successful use of public-private partnership in Ukraine and the world;
– the role of public-private partnership in the Recovery plan of Ukraine (international conference in Lugano);
– review of the current order of initiation, preparation and launch of public-private partnership projects in Ukraine;
– problems in the application of the public-private partnership mechanism in view of the available experience and issues that require special attention of the public authorities.
With the help of the materials that were presented at the webinar, representatives of business, local self-government bodies, executive authorities and their structural divisions received the impetus for planning the post-war development of Donetsk region, in particular with the help of public-private partnership tools.
According to the results of the webinar, the speakers received positive feedback from the audience.
