On October 18, 2022, the department of investment innovative development and foreign relations of Donetsk regional state administration held the webinar on the topic “Development of public-private partnership within the framework of the Recovery plan of Ukraine”, which was attended online by more than 70 people. The participants of the webinar were representatives of businesses, local self-government bodies, executive authorities and their structural units.

Oksana Holovko, director of the department of investment innovative development and foreign relations of Donetsk regional state administration, opened the webinar, who told the audience about the terrible consequences of the Russian federation military aggression against Ukraine – Donetsk region is the most affected in Ukraine in terms of the number of destruction of infrastructural, social and residential facilities. Taking into account this factor, the importance of planning the post-war development of Donetsk region, in particular with the help of public-private partnership tools, was emphasized.

Next, Oleksandr Sheludenkov and Yuliia Chykunova, representatives of the USAID project “Economic support of Ukraine”, spoke about the educational program that will train specialists for the recovery of Ukraine. It was emphasized that the goal of the program is to create the team of specialists in training and support the implementation of programs for the development and restoration of territorial communities and cities, the infrastructure of which was destroyed as the result of the war.

As part of the main topic of the webinar, Iryna Zapatrina, professor, doctor of economics, founder of the Academy of public-private partnership highlighted:

– signs of the public-private partnership mechanism;

– the possibilities and advantages of using the public-private partnership mechanism for the recovery of the country;

– examples of successful use of public-private partnership in Ukraine and the world;

– the role of public-private partnership in the Recovery plan of Ukraine (international conference in Lugano);

– review of the current order of initiation, preparation and launch of public-private partnership projects in Ukraine;

– problems in the application of the public-private partnership mechanism in view of the available experience and issues that require special attention of the public authorities.

With the help of the materials that were presented at the webinar, representatives of business, local self-government bodies, executive authorities and their structural divisions received the impetus for planning the post-war development of Donetsk region, in particular with the help of public-private partnership tools.

According to the results of the webinar, the speakers received positive feedback from the audience.

Today, the long-awaited meeting of the Council of the Program «The United Nations Recovery and Peacebuilding Programme», which was scheduled for the end of February 2022, took place.

It is important for us not only to continue cooperation with UNDP, but also to build joint plans for the future!

They presented the most acute problematic issues of the region and jointly discussed possible ways to solve them.

We are sure that our experience of cooperation will allow us to quickly implement plans and realize our plans!

UNDP Ukraine conducts a series of trainings on the development of e-commerce skills for representatives of small and medium-sized businesses.

The purpose of the training program is to expand knowledge about how to digitize your business, gain access to online commerce, improve communication and the effectiveness of online marketing campaigns, improve skills in creating and running an online store, in particular on existing national and international markets, form a digital transformation strategy and digital marketing.

The priority participants for the training program are MSMEs from Donetsk, Zaporizhzhia, Luhansk and Kherson regions, in particular internally displaced enterprises and entrepreneurs in Zakarpattia, Ivano-Frankivsk and Lviv regions.

Participation in trainings is free. Organizers provide participants with handouts, food and accommodation (if necessary). Travel expenses will be compensated within the region.

The issues of establishing an industrial park in the Donetsk region with an anchor plant – soda ash plant – were discussed during the meeting by the head of the Donetsk regional state administration, head of the regional military-civil administration Pavlo Kyrylenko and members of the joint delegation of Soda Ash & Derivative Group YILDIRIM HOLDING research and design institute of basic chemistry “NIOCHIM” today in Kramatorsk. “The regional state administration is constantly working to increase the investment attractiveness and international image of the region takes all possible measures to attract investment to the region.

The project of the creation of the Slovyansky Industrial Chemical Park on the basis of a soda ash plant is essential for the Donetsk region, it is included in the Donetsk Region Development Strategy until 2027. We are ready for a dialogue and fruitful cooperation, “Pavlo Kyrylenko said. This project is being implemented within the framework of the program to replace imports to Ukraine with products of national production. Until 2014, Ukraine was a net exporter of soda ash, since 2015 – a net importer. This is due to the fact that the only soda plant in the country – the Crimean soda plant – is located in the temporarily occupied territory.

The first meeting on the implementation of the project for the production of soda ash in the Donetsk region took place in October last year. Based on its results, the regional state administration prepared information on potential land areas, availability of permits for certain activities, location of coal mining enterprises, availability of incentives, and preferences that can be provided to investors at the state and local levels to implement such a large-scale project.

“We are interested in the development of soda production in Ukraine. Our goal is a zero-emission project with zero impact on the atmosphere. Today there is a trend of aging production in Europe. In Ukraine, the second most modern plant after Kazakhstan can be created both in terms of ecology and in terms of economic efficiency. With your help, we are ready to start the project as soon as possible, “said Smail Ash & Derivatives Group CEO Ismail Ceylan.

Representatives of the delegation had the opportunity to directly inspect several land areas proposed for the location of future production. The creation of a soda plant should become an effective tool for developing the industrial potential of the Donetsk region by creating new and restoring existing production, attracting investment, creating new jobs, and more.

The United Nations and Peace-building Program announces a capacity-building grant for youth councils in Donetsk, Zaporizhia, and Luhansk oblasts and invites NGOs to participate.

What areas will the grant project cover?

• capacity building of youth councils;
• identifying key youth needs in communities;
• involving young people in the development of youth policy at the community level;
• promoting the introduction of innovative practices of youth work.
